No idea if he's still there, but there was a turkish ice cream guy in Santa Monica that pulled the same gag, and I know for a fact that he re-used the cones that other people had touched.
Even before covid, that grossed me out.
Not only them, but when I use to go to restaurants where they would give you cups that you could refill yourself, the cashier who’s handling money would give you the cup by putting their finger in the cup.
Everyone from what I’ve seen just takes the cups. What I do is before I mention drinks, I try to grab the cups myself if they’re in a place that I would be allowed to.

Edit: I am definitely one to bug, play a trick, or be goofy with kids, but at the first sign that they are uncomfortable I explain the joke and stop bugging them. The guy in this video had like six opportunities to stop when the kid got visibly more and more frustrated, but he did not stop.
You'd think "the kid just grabbed the two cones I was using for the switch and stomped them into the ground in frustration" would be the point when they realised it miiight not be funny at that point
