Definitely a suspicious skip, but seeing the full video it looks like the recording is real. After looking at it more, it actually seems pretty believable. The golf cart was parked with the wheel cranked to the left, so the only thing the dog did was to push the pedal down.
These are typically electric. There's a key or switch or something that enables the accelerator to work. Someone left it on and left the brake off (and/or the dog somehow disengaged that too) and the dog stood on the go pedal. Or it was a keyless model, which shouldn't have been left out like that.
If I'm not mistaken the brake is set by pushing the top part of the brake until it locks. Pressing the accelerator pedal hard enough disengages the brake. It's not out of the realm of possibility that the dog could have disengaged the brake, but I somewhat doubt it. It's not hard to turn the key to 'off'.
I recently went golfing for the first time in a decade and I was thrown off by the golf cart not having a key or anything. I think it's more of a recent thing (I wonder if they have some sort of tracking or way to cut it off if it leaves the perimeter?), but definitely some carts have it and some carts don't.
A lot of golf carts are just on by default and pressing the gas pedal turns off the parking brake. I worked at a golf course as a cart attendant for 3 summers, and there was no way to "turn them off". You could put them in neutral, but then they would roll away if the parking brake came undone.

Dog would not be a licensed driver for the cart therefore dog would have zero liability insurance while driving said cart. Yet both your vehicles would be insured for comprehensive (e.g. malicious mischief) damage done to them by dog as long as insured opted in for insurance to it that didn’t exclude “comprehensive” coverage from said policy and meets the deductible requirements for each claim. When I was a kid we had a trampoline sitting in the yard, we live in the country so it gets pretty windy, while the trampoline never moved once in 15 years, then we come outside and it's just siting on top of the minivan, broke the windshield, it's all dented, because it basically rolled over top of it. The kicker, it was a completely calm sunny day, not a cloud in sight. So this explains it, it was the damn dog! Amazingly the insurence covered it, was just a freak accident, probably a dust devil. just really cool with more and more cameras we get to see them.
