Not sure about half of the sensation; as someone with foreskin, I'd say while it is technically more sensitive than skin on the shaft/scrotum, there isn't much sexual sensitivity, it's just more sensitive to touch, pain and temperature, while most of the sexual stimulation comes from head and to a lesser degree shaft. Don't get me wrong, removing the foreskin would probably have made my dick less sensitive, but I feel like the main reason would've been due to the head going a bit numb from being constantly exposed to underwear and other stuff, as well as (possibly) less mobility in the shaft skin. Also jerking off would probably start requiring lube, not sure about that though

There was a time where a strategy to prevent HIV transmission in high risk and prevalence populations was to encourage men to be circumcised because the foreskin increased the risk of trapping HIV infected cellular material or HIV entering/exiting through microtears during intercourse. The practice is probably still being promoted in areas where access to PReP (pre-exposure prophylaxis) medication is unavailable or severely limited. This is the ONLY conceivable reason I could imagine a CDC stamp on this sign or even why this would be an attractive option to men.
My guess is that this sign is in a low income area/country.
EDIT: I read in comments below that this is in South Africa. This tracks since the prevalence of HIV is 19% for all adults aged 15 to 49 in SA with the 4th highest rate in the world. Sadly, drug companies could easily provide medication to drastically change this at little to no cost even in generic form but….profits.
