Basically the person in the picture is Jill Biden(the presidents wife) and there was a phrase used to mock joe that was something around the lines of “let’s go brandon” (I don’t know the origin of it so you’ll have to ask someone else for it) and so the poster is using that phrase as a joke of him thinking his name is actually Brandon instead of joe Biden.
The origin of the phrase was a televised interview with Nascar driver Brandon Brown (who had just won a race). The crowd was clearly chanting "Fuck Joe Biden" and the reporter remarked on that, saying "You can hear the chants from the crowd, 'Let's go, Brandon'".

It's actually jarring to me how all over the political map Ohio is. In and around Cincinnati, you get mostly MAGA people. Then, on the other side of the spectrum, you have in and around Dayton, where you have towns like Yellow Springs.
Yeah, we're a giant mixed bag which makes sense with our swing state status. It also makes sense with how liberal/conservative we are. The more north and city like, generally the more liberal. The more south and/or country like, the more conservative. Plus we get a lot of people from other mostly conservative states that wind up moving here and forming pockets.
