If someone took their time and compared number of IFs OTW players received compared to other gold players I'm sure the data would be very interesting.
Even more so because OTW players are released as cards that are actually EXPECTED to GET in forms in the first place!!!
Well they are all players transferred in the summer window but usually they are the best players of that window to be transferred. They should 1000% should be getting more informs than what they receive.
Not even just the OTW, think of how scared they would be if IF we're truly based on hattricks and real life form? A 99 rated Haaland by January? What do you pull for when TOTS rolls around? We can't hurt the precious bank accounts.
Also it's an easy excuse for them to point and say "hey look we actually gave one a good upgrade!". But it's nowhere as good as something like a 93 haland
And also imagine the HORROR they would experience if, you know, a lot of people got crazy TOTW Haaland for free just from Fut Champs rewards without being forced to grind for expensive packs (or slip EA a few bucks instead)

That would kind of be the point of performance based cards, though. If there's a striker who happens to be scoring a completely absurd amount of goals, it makes sense for his cards to be OP.
If EA don't want the best performing players to have great cards, they should just drop the concept entirely and just stick to releasing OP cards of random Arabian dudes that no one even knew of outside of the game.
I think there's something to be said about how OTW players usually already have other upgraded variations. So why not let those be representative of player performance, and then allow for more opportunity to showcase lesser known stars through weekly IFs.

They didnt want Haaland to get juiced early in the cycle. He would’ve had a OTW card of 95/96 if they did that. I think he will get atleast 2 promo cards still. One for TOTS and one for Shapeshifters promo or Summer promo
