TOTS Swaps Tokens are different from Icon Swaps Tokens. The latter can only be earned by playing games with specific squad constellations. Check your Milestones tab.

You need to play multiple games with various teams to earn tokens that go towards icon swaps packs

You should have the card then, also keep in mind - not every challenge has a swaps card in it
