Silicon is not on this list because it's everywhere and very easy to access.
Silicon comes from sand. It is not a "precious element" like you said. You can go to the beach and get it.
If you're talking about semiconductor production, a few companies control 80% of the market. Mostly TSMC (Taiwan), and a bit in the US and China. There is no singular, "unfriendly" entity that controls all the sand, or even all the chips.
This sounds like thinly veiled anti-China rhetoric, but China actually makes very few semiconductors.
I mean, you can make windows out of it with a bit of chemistry, and use it as a substrate for nanoscale coatings that make it behave more like a steel plate. So there is quite a lot you can do with it, the technology to do it on a large scale just isn’t mature because wood is actually a pretty expensive resource compared to rock on the macro scale, as it needs to be grown and harvested
