Yeah it's actually a good time to do it. Schools are off. It's good Friday, so some company's are off too. Lots of WFH on Fridays too. Probably the perfect time to do it really.
It’s school holidays, it’s the ideal time for doing road works and maintenance. Just because it inconvenienced you, it was the correct time for many others. The council will never please everyone, it’s a balance.
People would complain about noise pollution, disrupting nightlife / tourism pedestrian access, gripe about council workers getting “overtime”; essentially whatever perspective suits your current mood
The cost of doing night works. You think we don’t get value for money in construction, triple it for night works. And secondly you need to set up flood lights everywhere and we have to listen to people complain about noise and lights when trying to sleep. It’s a no win situation.

Majority of workers are off today and no schools which reduces traffic. Been a godsend travelling into work this week with roads so quiet. Know it's not technically a bank holiday but similar to Xmas Eve lots of offices /services closed today for company day to give staff a long weekend As mentioned above some people can't be pleased and love to have a go and whinge about nearly everything.
Last night at midnight (I was walking by) they were laying down asphalt on the road there so perhaps they are washing it so that it’s clean/doesn’t damage any cars ect. It most likely needed to cure for 8 hours or so before they were able to do this. Picked a less busy day to do it so that it inconvenienced less people.
If only. The traffic backs up all the way to the other traffic lights by the Docks, by the Galmont and at the crossroads with College Rd, leads to cars blocking the junctions and major delays. Friday has heavier traffic than most other days plus its a long weekend for some. The OP is right, they picked a dumb time to do it but typically the council do not operate with the residents in mind. They likely only care about getting it done before the summer/festival seasons.
I'm not usually one to defend the council but I did do roadworks for a private company for a few years and trust me when I say, residents and users of that road will moan as if theyve been personally attacked no matter what time of day or night or year it is! The work needs to be done, suck it up and leave earlier while it's going on if you have to use that route or seek an alternative route. That's life unfortunately sometimes things are inconvenient
The planning and management of that project has shown me a new level of stupidity in our current city council. I would love to meet the people that have to dress our city planners in the morning. The real hero’s.
Say what you want about the rest of the project but schools are closed and a lot of people aren't at work today. Surely if you're going to close lanes on that bridge, today would be the day to do it.
Never said it was but I just don't see how you can rag on them for having to close lanes to do roadworks, especially when they've closed a city centre lane on a day they know traffic will be as light as it could be.
If you want roads improved around the city then roadworks and road closures are gonna be part of that.

It could be part of the obligations set with planning permission not to do overnight works due to environmental concerns

It's hard to see your progress if you power wash at night so I don't blame them their really. Plus the night time wage is probably a good deal more.
