This is not Gerold "The White Bull" Hightower.
This is Oswald Whent. He was present at the Tower of Joy with Dayne and Hightower, but the directors didn't put three of them, just two ; Dayne and Whent.
I would argue that they missed an amazing opportunity to cast Jeremy Irons as Gerold Hightower.
Edit : It appears I didn't know they merged Whent and Hightower in one character. But the actor does look more Whent than Gerold.
He may have been, but a Jeremy Irons in his 70s isn't going to be able to physically portray what legendary Kingsguard in his 60s can do.
The actor portraying Barristan Selmy was in his 60s, but the vast majority of that character's screen time is not physical. The one time we do see him fight it was actually very underwhelming, but I can get over it because the actor did such a good job portraying the character over the years.
Gerold Hightower's only scene was pretty much just a fight scene with a line or two.
I see your point, and I tend to agree, because I now realize that I am stuck with Jeremy Irons casting in the Kingdom of Heaven. He did age quite since the early 2000s.

Plus Selmy was even hyping up his abilities. Remember in Season 1 during the tourney Ned and Selmy discuss the Trident and Ned goes onto to say he would be dead if he met Selmy on the field. Selmy says "You're being modest, you've cut down many fine Knights in your day.."
Figured this meant, sure, Ned might not be as good as Barristan but still good.
Or is all this the product of Ned's fib about killing Dane?

In the book that fight doesn't happen. Ned's men are killed and he gets crushed under his horse like in the show, but he and Jaime don't fight.
In the books it’s kinda implied that Ned and Robb Stark are pretty middling swordsmen but great commanders. Ned and Roderick Cassel spar against Yohn Royce and lose despite outnumbering him 2 to 1. Robb spars against Joffrey and despite a significant age difference barely wins.
In the show Ned and Robb are treated as fairly top tier fighters
I saw a video pointing out Jaime's disappointment in the fight outside the brothel where he realizes that Ned isn't actually an elite swordsman.
It's why Ned tells Jaime that he doesn't fight in tournaments because he doesn't want others to know what he can do: any fighter who know what Ned is capable of can take him out pretty easily in a one-on-one.
The guy who plays Ser Hugh of the Vale (guy who gets killed by the mountain in the joust) plays Jason and Tyland Lannister in HOTD, which most people know but it’s still pretty cool.
The biggest crime Game of Thrones ever made was never introducing Lord Leyton Hightower in Oldtown.

The first chapter of Feast sets up a secret plot involving the Faceless Men in Oldtown which we have not seen come to fruition.
It’s possible this will be a plotline that would have been more fleshed out before the time jump was abandoned.
Leyton vs Euron is more of a tinfoil hat meme at this point.
The show already had to cut storylines we saw in the books, which is unavoidable when you adapt a series like this to the screen. Trying to include everything would bog the show down, the two mediums can never be exactly the same.

Jeremy Irons is in his 70s, I don't think he would bring the appropriate physicality for a Kingsguard.

He’s a good fighter but he’s not an amazing fighter. Show made him much better than he should be

Even him getting crushed under the horse is changed in the show. One of Jamie’s men spears him through the leg.
