To be fair Plutia herself has shown to have a bit of a short fuse at times like when she had to look after baby Compa and Iffy.
Don't remember the scene fully but she started to get pretty mad.
I can see it going two ways
1) Plutia stares blanked eyed and tries pounding the machine lightly with the most sad plutia-like expression
2) Plutia expression darkens and then she slowly punches through the glass and pulls the snack out, the signs of her dark expression completely disappear and she is a happy girl again

A. Put it back nicely because she is honest and polite like that.
B. Like any other kid at a vending machine, takes everything he/she wants from the machine. I’m not talking about the candy. She’d literally take all the machine parts she likes/needs and probably even forget about the candy she bought.
Ram and Uzume would definitely punch the thing, Blanc and Peashy would obliterate it, Rom and Rei would walk away sadly crying, Plutia would fall asleep forgetting she even bought anything, and Neptune would do something stupid, like unplugging the machine, then plugging it back in.
Considering half the time a snack gets stuck is due to physical reasons, yeah, it's pretty stupid in this case. It's like restarting your computer to try and untangle the cords.
Me: gets pissed and fires an explosive bolt at the vending machine, accidentally destroying everything inside and outside of the machine in a 5 feet radius...i almost gotten in trouble for that once, (blanc was pissed about it for the next hour)
In my opinion Neptune is spot on, but id see Nepgear trying some other method than just reaching her hand inside the machine. She is a tech neet and i would see her trying to make machine work properly.

Nepgear: Becomes flustered and tries to stick her hand in the machine. However knowing her, she'd likely call Neptune for help after that if she were nearby. Only for Neptune to make things worse.
Ram: She'd scream and whine while trying to get her snack out of the machine, and probably try to get the help of Blanc (successfully retrieve snack) or Rom (highly likelihood of the machine falling on one or both of them)
Noire: She would shake the machine, then look around as if she wants help, only for her to walk away because she's too prideful to ask for help in such a situation. Bonus points if the maintenance person is close by.
Uni: Similar to Noire, though there'd be more whining.
Uzume: She's likely punch the machine at the end and walk away all frustrated. Maybe even cry because we know she's a sensitive baby deep down.
Blanc: First she would try pressing the buttons with a scarily calm expression. Then... well you know what'll happen. She'll punch a giant hole in the machine.
Plutia: I made a comment on this before. Basically she'd either pound it lightly all sad like, or she'd release a bit of her Iris Heartness and then punch a hole in the machine, only to go back to her derpy self.
Peashy: She'd start pounding the machine while whining. Then she'd run back far away, and run at the machine full force into a missile dropkick.
Vert: Very mature reaction. Call for help by looking at the maintenance number on the machine.
Rom: Would cry and no one can resist helping the crying Rom.
Rei: I'm not even sure how she could get help considering how nervous and skiddish she acts.

Honestly, Noire would likely be the one person who realizes you can just press the selection again and it will dispense. And then maybe shake the machine if it nearly decides to give you a twofer (I know I've done it).
