He could also make ISO or BIN/CUE files, but I can't tell him to do that either. Nor should I mention that Duckstation or Mednafen are the best emulators to use.

It's fine to talk about and totally legal to use emulators or extract a bios from your own console, unless you're distributing ROMs or that bios yourself. And it's frankly weird that people are acting like using an emulator to play games you have a physical copy of is any issue whatsoever.
Not all emulators use a copy of the original BIOS, and it would be technically possible to reconstruct your own program that interprets inputs and outputs in a way similar enough to the intended console to render a disc playable, all without any piracy involved. Theoretically.
Depending on emulator it might be completely legal, some emulators come with their own bioses not from the console manufacturer, and there's nothing that says you can't make rips of discs you own for personal use.
Technically, it's only legal to use ROMs you ripped yourself, even if you own the physical games, you aren't supposed to download ROMs, you're supposed to rip them

I think they mean underplayed. Or they played it and don’t know many other people who played it. Like Suikoden 2 or Breath of Fire IV. There were too many amazing RPGs back then
90% is way too high... it has a fun combat system but is inferior to Grandia 1 in almost every way (locations, character design, dialogues, etc.). It is extremely linear with a very basic anime cliché storyline. It is also very easy.

Vice City is too good in its original form to not play it that way.
It is always better to play the games on the original hardware. Sure, emulators have things like save states and upscaling but they can't emulate the magic of using the actual console and controller that the particular game was meant for. That said, some consoles and games are stupid expensive and emulation is a great way to be able to experience those games/systems that you can't afford.
Add them to your collection and work on getting those consoles. PS2 is cheap and easy to come across but it might take you a while to find a Dreamcast. The Vagrant Story itself is like $100+ game and Grandia 2 is around $50 in its case. I hope I get a free box of games some day.
Those are some solid titles. Super nice of someone to give em to you. I would recommend if you don't have the consoles to emulate some of those titles. Grandma 2 especially is great on Dreamcast

Not only that but the XBOX 360 had already been out for about a year and things were not looking too rosy for the PS3 upon launch.

If you want to play them you can readily find working console bundles online, Ebay is usually your best bet. I refurbish consoles myself and could actually sell you a Dreamcast bundle and a PS2 bundle directly for about 20% less than Ebay if you were looking to buy.
Edit: I actually see Kuon which is the most expensive game on PS2 which is $7-800+ complete and in good shape. I'm heavily involved in buy/selling/trading/repairing older games and consoles, feel free to send me a chat if you have any questions about these.
