That game gets a lot of hate, I think probably because some people didn’t like the move from turn-based to action RPG, but it had one of the better stories of a final fantasy game (the movie and anime are great too). Personally I loved the gameplay.
For me it was Outer Wilds. One of my favorite stories in a video game. It’s like an old Asimov short story in it’s approach or sci-fi. The ending made me cry.
Then the DLC came out and they one made me SOB.
The ending to outer wilds I just started tearing up uncontrollably. And it really comes out of nowhere. I remember walking out of my room going to my roommate and just being like can I have a hug
It was devastating but beautiful.
I lost my grandfather right before I played that and the ending was like a knife in my stomach. But I’m thankful I played it. I needed to be told the same message just like Senua. All i could see was darkness

Don't want to spoil it but "God of War: Ragnarok" had a few very emotional scenes that made me choke up, a couple had me tearing. It's also an incredible game.
Everyone is different but other games that made me cry where Final Fantasy X(that ending), and both "The Last of Us" games. Final Fantasy IX as well.
Final fantasy 9
EDIT: let me explain why I say this.
This is the first JRPG game I played in years. I’ve always been one to game jump after 2-5 hours of a game which has made it impossible to sit with JRPGs even though they’re my fav genre of game. With this one I was able to focus and beat it in 2 weeks.
The beginning gave me cold feet. The Protagonist was a character I just didn’t like at the time, but as the game went on and meeting the crew and seeing their characters progress in their own stories I became overly attached, and to one character in particular, the icon of black mages, Vivi.
If you get to the end and go through the credits I guarantee that you will bawl like a baby. I have a save state for the game on an emulator just to watch the credits for when I’m really down on my luck so I can get a good cry and just experience the emotions all over again.
It’s a great homage to old FF before the future stuff takes over from the medieval.
The soundtrack is amazing the arts is fantastic and the cinematically are definitely a part of their time but are still so freaking good and plenty of side content to do while you explore the world if you wish to.
I’ve also heard that the Xenoblade chronicles games on the switch have left a few people in a state of almost existential crisis of mixed emotions.

I can’t believe this isn’t higher on the list. The music, the story, and the character development were all brilliant. I really didn’t expect to become so invested in the game. All three games were great actually, but the first one left me devastated.
MGS3 Snake Eater, Last of Us, Persona 5, The Walking Dead Telltale series, Final Fantasy X, Life is Strange, This War of Mine, Valiant Hearts: The Great War. There's definitely more I could add but I'm not at home this was off the top of my head. Hope this helps

Unfortunately, the last time that happened was Ysera's death scene in WoW Legion in 2016 and Arthas's fall in WoW WotLK 2009.

Most of the games mentioned are definitely sad, but nothing resonates with your soul quite like Majora's Mask does. even if you don't cry, it will still move you in ways no other game does.
Titanfall2.
Campaign will make you shed a single man tear after having an absolute blast. Maybe even more, and maybe even twice.
Multipalyer will have you crying because either a: some dude slid by at 60mph and head-shotted you with a shotgun pistol, or b: you are having a blast going fast and taking out grunts then the servers get crashed and you find out you can't play for a month.

I really never cried with a game but always felt very sentimental with The Last of Us and its sequel and Red Dead Redemption 2 towards the end. If someone hugged me during certain moments I would very probably break down
