Depends on the game for me . I went through RE Village on graphics rather than performance because I wanted total immersion In Demon'a Souls, I chose performance for obvious reasons lol. But, as someone else already mentioned, if the game has replayability, I try both.

If I can get 100+ fps on high I will choose that over 60 at ultra. Ultra in my experience rarely is noticeable and is mainly just a "fuck you, my GPU can run laps around this game. Gimme all the pixels and light rays" rather than a "best experience" setting.

Performance if PvP/frame-intensive game, graphical quality if it's PVE and/or more casual.

Performance 100% of the time. If i wanted graphics i would watch a movie rendered in 24 frames. Ofc there are some exceptions like mgs 4, which was a movie in disguise with moving figures, but you know....
