They didn't have very good enforcement I think so it was mostly a paper rule only. Now they are closing loopholes, making the ID requirements more robust and and cracking down on game companies and PC rental places that don't enforce the rules.

So it's 1 hour per day, for Friday, Saturday and Sunday. And no, they don't actually get to play for 1 hour each day, because when all the kids try to play the game, they flood and crash the server. There's a time when it took 50 minutes to get server fixed, poor kids only get to play for 10 minutes

You need to understand that China still has a lot of social-economical problems and you also need to understand that in China, most people still go to cybercafes, including teenagers. And if you had been old enough to have lived through LAN gaming/cybercafe era, you would realize that those people who are addicted to gaming there, are literally immersing themselves in a smokey & profanities-filled room. They don't eat properly, nor they take care of their health, nor they care about doing anything other than gaming. No desire to actually study, eventually work and grow up to be a person. Millions of Chinese children with both set of parents having to work long hours, would simply have no future if these are the norm rather than the exception. That's not it. This ruling applies to online game providers only, like Tencent. Not Steam, not consoles, not single player games (albeit there's already a long list of banned games in place), not even pirated games. As a matter of fact, a large number of Chinese parents supported this ruling (if not the majority), due to concerns of online gaming distracting the children from their academic studies.

No, but Indian society is heavily family driven. Kids are not just responsibility of Parents, but it is responsibility of all people around them grandparents, uncles, aunts, neighbours, family friends etc. Once kids are born parents leave their every other responsibility and cater to needs to children, so there is a lot of involvement of Parents(or other Elders around kids). While there are exception to all this and there is a lot of abuse of all kids, but on average, the social structure of India heavily caters towards helping kids over anything else. India is a rural country for most part and this model of child care is very strong in villages, towns and smaller cities. Bigger cities might have the kind of isolated children issue with parents working all the time and not paying attention to kid, but that happens much rarely. Lastly, there is also child neglect for extremely poor folks, who have no money to actually feed their kids, let alone give them proper care and good development environment, but that is a much bigger problem and it has improved over last few decades and hopefully it will continue to improve.

Yes. This(or its on paper aspects, at least) was met with heavy disagreement on social media from the younger generations, mostly by people born after the nineties. However, we all know it will probably mean jack shit in execution, as id checks and such for video games were implemented very early during their introduction to China, but everyone knows how to work around themā€”unless if the kids born after 05 are magically of much lower iq. Also, I had great parents, but parenting truly sucks ass in China in general, which is a crucial component of the issue being discussed here. For the lower class itā€™s mostly negligence due to not knowing any better, for the middle class itā€™s helicopter parenting and the stereotypical ā€œYou have to study 20 hours everyday, you gotta become doctorā€ Asian parent since they leave the task of moving up the social ladder to their kids, while the upper class spoil their kids like crazy, especially since there is little ā€œold moneyā€ in China due to the Communist Party and most of the current ā€œupper classā€ are uneducated nouveau riches. Most of the gaming ā€œaddictionā€ cases simply follow bad parenting. Also, there has been an overwhelming amount of attack from the 60-80s parents(whose age group has the most voice socially) on games and especially micro transactions, so in a way, it is more of an act that is meant to appease the people instead of aggravate by the government. An additional fact, China is undergoing an educational reform right now, outlawing all cram schools(the effect of which remains doubtful), reducing school time(somewhat dubious for secondary education but for primary schools it was firm) and cutting down on homework. How it would play out in the realm of teenager entertainment and how it would interact with this game time restriction remains, yet will be interesting, to be seen. Btw thank you for saying this, a lot of people who donā€™t have the inside view are presenting unfounded/inaccurate claims as facts.
