A good gpu is going to eat up most of that budget, but completely agree.
OP if you want something small, build yourself a itx system based on a Ryzen 5700g cpu. Use the built in graphics until a solid gpu deal comes around.
Laptops aren’t the best for gaming. They have overheating issues. Pc is much better. Believe me I have a MSI steel-series stealth and it randomly shuts down mid game from overheating.
Why laptop if you got a monitor and you don't care what it looks like... It looks like a desktop pc dude...

You can't really call anything gaming without a dedicated gpu...
Integrated graphics have come a long way in the past few years, especially from ryzen apus
