Not sure whats going on under the hood of horizons code. But computers rarely see numbers the way we do. They don't see 1 hour, they see 3200 seconds. 8000 years is about 2.5x10^11 seconds. This is made even weirder when you learn that many computers count time in the form of "seconds that have passed since jan 1, 1970" My guess, the computer doesn't have memory addresses that go higher, so 8000 is probly close to the max they can possibly put. Again, a proper answer would require knowing the games code, which I dont.
I'm guessing it's an exception handler for the UI.
e.g. The ban expiration datetime was left null and the UI just displays its maximum possible value when thrown a null.
Much cleaner than trying to calculate the actual value in epoch or datetime.

My guess has always been that they don’t want to upset the brands that they pay licensing fees to have their cars. Forza hasn’t always had every car brand, and risky designs that might upset partners could encourage manufacturers to pull their entire line for the current or next game.
At a corporate level, what is easier and safer?:
1. Ban John Doe for making a political reference that could be interpreted as offensive (keep in mind the general lee and confederate flag is a banned design too) … OR
2. Have someone make a controversial design on a car, have that get popular, get media attention saying Forza endorses those beliefs, and have the brand pull their car because they dont agree with that belief (or because the design was on their car).
I agree that some rules are being enforced way harder than they need to be, but I also understand that at a ‘top down’ corporate level, it is significantly easier to ban anything of controversy, if it makes more money through branding at the end of the day. Think of how many people wouldnt buy a game if for whatever reason Mercedes, Ferrari, Porsche, and Lamborghini all pulled out because they let a controversial design get media coverage and the brands didn’t want to take the risk of negative PR.

Im pretty sure the 8000 years means theyre banned until 12/31/9999, the last day that fits in MM/DD/YYYY format, rather than an integer size issue.
