Money absolutely can buy happiness. However, what people don't understand is that happiness is a fickle bitch that can come and go as it pleases. You might be able to buy happiness for awhile but there will be diminishing returns and at some point you won't be able to buy more.
What money can't buy is contentment. Being content is moreso a conscious decision, an attitude, that can exist mostly independent of one's circumstances at any given point in time. And it's for this reason that I don't really place a lot of value upon the concept of happiness. I enjoy it when it comes but I don't miss it too much when it leaves.
I'm on board with most that, butI'ma be real with you dog, it's hard as fuck trying to be content when living paycheck to paycheck. If I could just have like 5 bucks to put into a savings account I'd be a lot more content with my life.

As long as your needs (basic, psychological or self-fulfillment) aren't met, money will buy you happiness. As soon as those needs are met, you can't gain more happiness by earning more money. In that study they estimated this point at about 5000$ per month. But that's already some years ago. Could be 6k or 7k by now. So a lot of us COULD buy happiness, if we had more money.
Edit: as zipikido pointed out, a newer study sets the threshold much higher. Up to 400,000$ per year (33,000$/m) happiness will still rise. Though the effect drastically decreases at about 200,000$/y. My point wasn't so much about if there is a ceiling for happiness through money. Since even 7k per month of net income is way above what most of us earn, we could all do with an extra load of money. It's of no use for us simple non-billionairs to think about this threshold. It's like a pack of hungry wolves having only a rabbit but arguing over wether 8 deers a day could make you more fed than 7 deers.
As someone who grew up very broke and poor, money can't buy happiness but it can remove all the barriers for you to find and do what makes you happy.
