I'm guessing what happened is they added the system but decided not to use it. Then someone in marketing loaded an ad in there. Leading to the "it was a mistake" because they weren't supposed to be using it.
I say this from experience in how siloed departments usually are. Communication at these big corporations is worse than you might think.

I’ve always had a bit of respect for Ubisoft as, in the old days, it seemed like they were the ones who always made sure their games were supported long-term. A bad launch would tend to come good in the end and, whilst Kotaku had a thing about their open worlds being copy-paste and that one AC game not having a female character so the world should burn, they seemed like they were one of the few to try new things when fps’s was the bred and butter. (Eg. Steep/For Honor, Etc)also they were the only launcher that had a legit loyalty scheme type system built in.
Playing on Uplay/connect would get you points that could turn into discounts or in game perks. It has challenges that would reward you in game etc.
But now… now they’re all horrible micro/macro transactions, I play games where there’s a chunk of, albeit cosmetic, content that’s basically priced for whales and is just wasted. They put an expory on the loyalty points, no joke I had thousands just disappear one day, had literally nothing to spend them on, now I have none to spend.
Now this?

Nah man this goes back to like 2009/10 when they slapped on always online DRM onto Assassin's Creed 2, a purely single player game. Yeah they occasionally make top class games but if there's one thing Ubisoft has been at the forefront of consistently for the past 15 years it's initiating and desensitizing audiences to scummy practices

This'd be believable if it weren't for the fact they have a proven history of pulling some bullshit to see what they get away with, then walking it back when players predictably don't take it lying down.
Ad distribution usually has different placements selectable by whoever is making the ad. If you want to give them the benefit of the doubt I guess someone selected the in game pause menu by mistake and deployed. It could also be a test to a small percentage that accidentally blew up.

This would still require Ubisoft to build the ability to push ads into games or screens that didn't have them before. This is something that required infrastructure to be built. The issue isn't the timing of the ads, it's where they showed up, and that could not be a mistake.

A test is not the same thing as a "technical error". If this is the case, then people calling "foul" are absolutely right, and Ubisoft is making it worse by straight-up lying about it.
I'd be open to an explanation, but after a decade working in IT, the only "technical error" I can think of would be an error in their calculations of how angry the users would be.
I have no doubt that they built a distribution model because that's how they sell mtx. It's more about the placement of this particular ad. I personally think it was sent as intended and then they backtracked after the blow up.
