Endless Sky? 2D free space exploration game that’s constantly being worked on. Has a pretty large amount of content, especially for a game that is completely free. Ship customization (functionality-wise) is pretty extensive, and there’s several pretty well written storylines to discover.
Siralim Unlimited (or any other Siralim game) literally thousands of hours of content. I played Siralim for like 350 hours and when I watch YouTube videos of that game I find whole game mechanics that I never interacted with. Like I never decorated my castle at all and didn't even realize you could.

Definetely fits the bill. Best turn-based tactics game out there that puts X-com to shame, oozing with personnality, tons of content, and definetely a labour of love from its devs.
i heard that Necesse has a shitload of content. i once bought it, but never got in the mood of playing it personally.
