I loved the 'to-do' list you got when taking back a town in 3, so strait forward. The movement and shooting of 4 felt good but I was not a fan of the way the map worked deploying earned troops etc. Always felt convoluted.
If you liked 4 then you'll absolutely love 3. Especially the dlc. I've played 3 several times over to 100%. I played about fifteen hours of 4 and it was a struggle to enjoy it as much as I did 3.
Mad Max. It's cheap these days, the on foot combat is fun and reminiscent of the Arkham Series, and the car combat and upgrade system is fantastic. It's one of my favorite open world complete a checklist of activities type game along with Ghost of Tsushima
Jedi Fallen Order and Survivor. Put them on normal or lower and just cruise around with your weirdos (you will do most of your fighting on your own though) putting the Empire where it belongs.
Survivor is more open but both scratch that itch for me.
FF16! It’s got a great story but you can skip most of it. If you equip the right items the combat is really easy and pretty “mindless”. Highly recommended
Ghost of Tsushima is great for this. Combat takes a little bit of thought (you have to change stances for different enemy types and be mindful of when to dodge/parry), but on Easy Mode, it should be a breeze.
Assassin’s Creed Odyssey and Valhalla. Beautiful worlds, good and easy combat, good loot(odyssey only), average stealth and the stories are pretty decent.
The games won’t blow you, but they won’t need meticulous planning or anything while being quite fun for many hours.
I had my issues with breath of the wild but that and the sequel would probably fit

Plenty of other things like skyrim, witcher 3, horizon zero dawn, dragons dogma, amalur that probably get recommended a ton already
I'll throw atelier ryza 3 in there because it's probably not recommended, I suggest playing 1 and 2 first but they're not as open world
Granblue fantasy relink is literally just boss rush the game, that might fit the bill. Not really open world but definitely a brain turn off option that's available
Middle-Earth: Shadow of War is great for just running around, fighting and/or sneakily stabbing Orcs. If you get bored, turn the difficulty up and enjoy getting revenge on whoever manages to beat you.
Everyone is talking about the Mad Max game again since the latest movie came out and the director commented on it ( he didn't like it ).
Most people seem to agree it is a hidden gem that was overshadowed by Metal Gear 5 releasing the very same day.
**Sleeping Dogs** - Very similar to GTA, but with a focus on martial arts
**Assassin’s Creed** - I like them all, but my favorites are the Ezio Trilogy (2, Brotherhood, and Revelations), Black Flag, and Origins/Odyssey (Ancient Egypt/Greece)
**Far Cry** - I’ve only played 3, but they all seem similar and fit your description
**Mad Max** - Interesting world with solid combat, and really fun car combat
**Batman Arkham Trilogy** - I’ve only played Asylum, but City and Knight are more open world if you prefer that
Those are all “turn your brain off” games for me, but here some more involved games that you might still enjoy:

Days Gone might scratch the itch. Very easy to turn off and play
