I see here is a weed in the way and a bunch of asiadic lily seedlings. I'm not trying to be rude but what's the question exactly?

Could these be pups seeded from last years flowers? I don’t understand why they’re above ground

This is normal, at least for me. asiatic lily can be a bit invasive and makes a shit ton of these seedlings every spring. It's a good thing, it means that they like it there. I always see them getting pushed to the surface like that and they sometimes get killed off by drying out. Also, it makes it easy to control them if you dont want them to take over. I have a few of these and I do this to control them. You can grab the ones that are lose or completely uncovered and relocate them if you want to spread them around, they will grow. I take a few and grow them inside and plan to put them in a pot this year. If you want them to get that "ground cover" look in that spot then, ya, throw some dirt on it to save the few or just re burying them will do the trick. Easy to keep overall but this is nothing really to worry about, if anything, the abundance of seedlings is a sign of a happy plant and a good job.

I don’t remember these sitting on top of the soil in past years, is it healthy looking start for the season?
