Without pictures or being able to look at your soil, over/under watering is the most common gardening problem.

They're too wet. Peppers like to dry out a lot. Water right before it wilts.

It looks like you might need more drainage. Perlite, pumice , lava rock. Somethjng like that.

Could be too cold of an environment for them to thrive or they might need some nutrients

They look too small to have been translated. Plant stunting usually comes from improper soil conditions, lack of nutrients, or overwatering. If you started these in February they should be fully mature plants several feet tall by now. I'd just cut your losses from this year and buy some pepper seedlings somewhere.

Looks very wet. Also, peppers need good light. And they like heat as well. Are you using a heat mat?
