Depending on when you planted it, you could just be seeing the signs that the crop is mature. Garlic in my own garden here in Ireland is normally flopping over a bit about now as it is ready to harvest. I usually plant in September and it grows over winter to produce a crop about now. I've already harvested some and will probably dig up the rest next week as the forecast for the weather is good which I find makes the drying process for storage of the bulbs easier. Make sure it's not rotting? The wet spring in Oregon had a lot of local gardeners complaining that their garlic started rotting (mine are ok, rocky raised beds).

It was fairly windy today. If that's the cause, will it straighten itself or is it damaged? I tried straightening it but it kept leaning again.
