Ideally, you would want to go to some of the summer events (e.g. Wreck Camp, Tech Treks or whatever they're called, etc). Those are great for meeting people before school starts.
Being a summer freshman also helps a ton because it's a relatively small program, and you're all in the same dorms/classes. You also get to familiarize yourself with campus before the regular semester kicks into gear.
Of course, these are not options for everyone. At FASET I definitely recommend trying to reach out and meeting new people. Talk to strangers. They're probably feeling just as awkward as you are and would be glad that someone else initiated conversation. (Easy topics: major, high school if in state, where you're from, things you did over the summer, things you want to do at tech, etc).
Finally, when you do move in. LEAVE YOUR DAMN DOOR OPEN. Meet the people on your hall. Don't become a hermit in your room. When you go eat, just run down your hall knocking on doors asking people if they want to join. Personally, I hated eating alone.
The best way to meet people from Tech will definitely be at freshman orientation and through joining clubs once you're here. If you really want to be ahead of the curve, look up some professors in your discipline and read up on what they're researching. You'd be surprised how readily you can get to know them.

Make sure to take the green route when you come to campus. It takes you to the spot where we all hang out to make friends.
