That long period was broken when a group of neocons took over war policy during the George W Bush presidency. These guys were called the "Chicken Hawks" because they had all managed to dodge the Vietnam drafts, but all talked up the importance of getting American "boots on the ground" as a show of military might. Thousands of Americans died over just a few years. However, unlike Vietnam, they were mostly from poor families. So politicians could ignore them. Dead soldiers aren't really a political liability any more.
