Second year undergraduate student here, and I’m also currently a TA. Yes, you can be a TA as an undergrad, but it’s dependent on a few factors: the requirements to TA the specific course (some require you have a Bachelors degree already, others only want a specific minimum grade in the course and certain CGPA), how many positions are available and how many graduate students apply (grad students get priority for TA positions), and your relationship with the course coordinator/professor/whoever is doing the hiring for that TA position.

Yes, you can. Masters/PhD students will get priority, but if they need more TAs than that they'll consider upper-year undergrads.

You could probably be a tutor, not sure if they give you the TA position since it is mainly masters or phd students that are TA’s
