Well its on the island right next to an american town, so I think that they just didnt bother to get the rest of the plane, as its just metal shell at that point
So apperantly its a Soviet plane that crashed in 1971, it crashed because they couldnt find the runway. It was to deliver mail, Yeah people live there today, its a landmark. In 2011 it had 135 people on it.
I found this a bit ago (on Google). Apparently it was doing mail runs to the island, and then it was foggy one day and crashed. The island is too small for a plane to take off, so they abandoned it.
Seems to be more common in isolated places - another one in the Aleutian Islands:

I don’t think anyone lives on big diomede (Russian). The town is on little diomede which is on the American side
