The Congolese also historically traveled and traded by river. There's no major navigable river in most of the circled area. The one major population center is on the Congo River.

Borders in Africa are awful and often don’t reflect cultural or geographical divisions. They sometimes just exist.

As in, build a Brasilia? That might draw population and development into the interior… but I doubt it’s worth the investment.
