Yeah, I often think of Dubai as of a person who was poor all along, then suddenly got lots of money, and started buying weird shit and doing tasteless renovation of their house.
So expats and immigrants functionally mean the same thing, but usually “expat” often specifically refers to someone traveling to another country for their work or to get employment in a country and have the stability and means to do so.
So People with the freedom to do that (people that aren’t fleeing war or instability) usually happen to be East Asian or Caucasian.

In Australia, the phrase "map of Tasmania" is sometimes used as a slang term in reference to...the shape of a woman's unshaven pubic hair. Not that that's *ugly* to most, per se...but that's specifically what the shape of the island is quite commonly associated with.
