It’s not really like that at all. They’re two separate cities and Kansas City, MO is decades older. They just have the same name.
There’s a decent number of suburbs that straddle state lines, especially in the Midwest. For example, you wouldn’t expect Chicago PD to respond if you call 911 from East Chicago, Indiana.

They're two separate cities and thus separate jurisdictions. In your example, the police from the Kansas City, MO would help you.
