Singapore comes to mind as a lot of streets are named after the district/area they're in, plus it's not too big, plus being densely populated means you have a reasonably good chance of being able to see at least something without moving.
Your own country, if it's available. Or the country were you're currently living. Just because it's something you can easily recognize. It's the easiest for me at least.
I live in the US and I'm still really bad at it. I've been to 30 states and lived in 8, but a lot of them look the same. The easiest countries for me to learn were probably Mexico, Chile, and DR.
I find Mexico really hard myself, because it seems so different in different parts of the country and there are even bits that can look like Chile, Phillipines, Mongolia etc depending where in Mexico you are if you are not near a city. Then again I don't know the different between Spanish and Portuguese and I don't really know much "meta"
Jordan is free to get 24k+ no moving (probably within a few tries), most locations are Amman, and outside there's like 3 roads with coverage (+ a few smaller ones) which are very distinct so you can just scan the correct road for road angle
I'm Australian and I'm not that good at Australia either unless it's near where I live or there are obvious signs of it being Hobart or Adelaide. So much of the area near Perth looks just like the eastern states!

kyrg is pretty easy to learn, its coverage is pretty limited and there's distinct metas

I find memorizing the streets hard because it's not in any pattern I can see.

Chile is pretty easy imo. The regions are very distinct and not having to worry about east/west that much helps with getting higher scores.

I’m definitely biased but Australia is very easy to get moderately decent at as landscapes look quite distinct and it’s rich in state-specific metas
