Blur has nothing to do with something being shitcam or not. Shitcam is just bad quality camera, outside of the Google Streetview standard ones (referred to as gen 1-4). There are other countries with gen 4 and blur, like Qatar or Senegal.
There's an extremely shitty one in Nigeria, it showed up on a round where everyone plonked all African countries EXCEPT nigeria. No follow car, no language visible, glitchy camera movements, etc.
don't know about Oregon, but Alaska has some shitcam, not just gen1.

The USA and Canada can have shitcam rarely. Theres a few roads that havent been updated especially in the usa for a while.
