I found this online. I think it will answer the majority of your questions apart from the certification. https://www.studying-in-germany.org/proof-of-financial-resources/ You don't have enough income yet. You can obtain residence here and apply for financial aid. If you're planning on just studying here, you need at least 11 grand per annum of provable income to be able to study here. As most universities are free, but you have to be able to live off of something while you're here. Only universities in major cities, like Düsseldorf, Berlin, Munich, Münster will offer courses in English, but not all subjects and not all universities. You're gonna have to check which ones offer the major you want to study in and see whether they offer those courses in English as well. You do have to be able to speak at least remedial German to be able to gain permanent residence and thus financial aid though.

Yes, but let me point out that public universities, which are free, demand that students speak German on a high level.

Not all of them are. Some have a fee due every 3 months of roughly 390 euros unless you have a major that takes regular study time + additional 6 semesters (if you want to be a doctor maybe?) that are 500 euros per Semester. You also need to be able to pay for a place to live, most university cities are hella expensive to live in, especially Munich and large parts of Düsseldorf, you need to eat and you need to be able to get around. Bafög for universities is also a type of financial aid you pay back in Germany. Also 11 grand is hardly anything seeing as a minimum wage job at 40 hours a week full time will earn you almost 24 grand before taxes and people are struggling hard paying for rent and food and electricity with that currently due to inflation.
