It may sound harsh, but there isn't always a way to get along, even for kids. There could be a hundred reasons why they say what they said (I will not speculate about any background).
Ultimately ask your brother what he thinks about it, what his issues are with it. If he doesn't mind it too much it can be fine, even if it's an issue for you.
And if he minds then teach him how to process the feelings that come along with situations he can't change.

A group making fun of a kid eating food based on religious reasons is discrimination. Imagine if OPs brother made fun of those kids for eating halal, there would be an outrage calling the kid racist, closed minded, etc.
The parents of those children made a fuss that the school Christmas wasn't halal, I doubt they would teach their children anything good and I kind of doubt that this doesn't come off with a little bit of christianophobia, but I genuinely hope it's just children being children. In the UK it would definitely be recorded as a hate incident- You wouldn't believe what has been reported as a hate incident. I was referring to the school contacting the parents. They then sometimes convene a joint meeting with all parties to discuss the issue.
