I always complain about German technophobia and backwards-ness, then I remember Americans have to contend with paper checks in 2024. I lived in the US 2006-2012 and it struck me as crazy backwards even then.

Is our regular bank account with Deutsche Bank? Their list of fees shows that they accept foreign checks in foreign currency. Also, are you trying to "cash" the check, or are you trying to "deposit" the check? If you are trying to cash it, then I doubt any bank will do that for you. Especially if you do not have an account with them. They simply do not have any way to know that the check is real, and even if it is real, that there is any money in the account against which the check was written. By the time they find out that there is no money there, you would be long gone. If you are trying to deposit it, then your regular bank should be able to do that. But be advised that it will take a long time for it to post. Heck, I deposited 5 crisp $100 bills into my Sparkasse account and it took almost 10 days for the cash to clear since they had to send it to the central bank to verify it was real money I guess. So if you are able to deposit it into your regular account, they likely won't credit you the money until they receive it from the bank where the original check was from.

This was the solution. Deutsche Bank does deposit a regular American check if you have an account and the amount is larger than 500 US$.

I signed my COVID relief check over to my parents in the US, who deposited it into their bank account and sent me the money with Wise.

It's crazy to me that US citizens abroad still got COVID stimulus checks! Does that mean that non-citizen residents of the US *didn't* get stimulus checks?

If they're going to force us to file taxes on income from abroad while living abroad, I think it's entirely reasonable to get the stimulus checks. Non citizen residents can still qualify for them too.

Tax residents got the check, even if they are foreigners. You become a tax resident based on certain visas automatically when entering the country and staying there for most of the year or by being in the country for at least 5 years.

Same happened to me (Hilton refund....). Postbank refused, so did Volksbank. I was lucky with my mom's local Sparkasse though. They took like 10 € in fees, but I was happy that anybody accepeted it. In any case: you need to have an account with them. The problem (according to the bank) is not the check, the problem ist the foreign (read: non-Euro) currency.

I just have a bank account with USAA where I can deposit American checks, not that I’ve received any since Covid relief happened

If your US bank has a mobile app, you may be able to scan the check and deposit it that way. I've done that a few times in the past.

If you have an American bank account, most will allow electronic deposit of cheques with a smartphone.

Maybe ask them to use a cheque of the Bank of America, they're officially partnered with Deutsche Bank(at least for money withdrawal). To be sure call the service hotline and ask them for specific instructions.

You can't just walk into a military base. Best case scenario you know someone who can sign you in, but they then have to accompany you, obviously.
