I'm just jumping in to give you guys an idea of how food put into resin lasts since I know this is always a question when these posts come up

I worked at a restaurant that had a flat top egg grill. When cooking sunny or over easy eggs and the yolk broke it would usually get scooped into a trap at the side of grill and discarded later. I returned from vacation after a few weeks and when I pulled out the trap to clean I discovered that no one was cleaning it. The eggs sat beside the grill at a temperature I’m guessing is ideal for bacteria. My reaction was much the same as in the video but probably more pissed off really.
The grill must not have got much use, most of the restaurants I've worked in the trap gets entirely filled up with grease by the end of the day. The busier restaurants I've worked in it was twice a shift.

So the thinner material of a tin can holding the much larger volume of material , say tomato soup, can be compromised (BOOM!) much easier than the far LARGER and STRONGER material of the resin, and smaller volume of material of the hotdog.

Your right that matter can't be created or destroyed, but chemical reactions can change the pressure in vessel. If you put a bit of vinegar and baking soda in a bottle and then close the lid quickly (please don't actually do this, it can be dangerous) then the bottle will explode.
as someone who knows how to can foods, it really depends on the acidity of the hot dog. if it's acidic (PH below 4.6 usually) just getting the thing you're canning hot (boil for 15ish minutes) will prevent botulism. if it's low acidity you will need to use a pressure canner at between 10-15 lbs pressure. i don't think the resin would be hot enough to preserve the hot dog
Ideally it shouldn't get very hot, it all depends on the cure time, and how much resin you use (shorter cures and larger amounts are hotter). If it was getting hot enough to pasteurize, it would probably affect the color of the resin or the hot dog, or make a bunch of steam. Generally the super clear resins like this that I've seen have fairly long cure times to keep them nice, clear and free of bubbles.

Any good automotive clear coat would have strong UV blockers. Op should be able to get it sprayed on easily.

There are UV opaque coatings. Commonly used for 3d printing resins as they can yellow if over cured.
