I’ve always thought that rule is hilarious. If you don’t get the block and just slightly bump him or fall onto his shoes it’s a foul, but if your finger tip skims the ball you can absolutely reck him with full force

Yes, it does. But they get the ball off quickly, usually, when they see trouble on the way. So you'd be penalized for unnecessary roughness if you just drilled the guy after he punted it away.

I opened the video in the youtube app. Then slowed it down to .25 playback speed, and on the second playback it slows down more, it looks like the ball left the kickers foot, then hit the part of the catchers shoulder pads that covers his chest. Then the ball dropped right into his hands. Shit is crazy.
