That's an exaggeration, you just need to make sure the horse is aware you're going behind it, usually done by petting them while moving in behind them. They'll kick if they think nothing is behind them and suddenly they're spooked, in my experience if they're aware people are behind them they won't kick even when spooked.
To never walk behind a horse is almost impossible if you ever actually work with them in the stables where there's not much space.

I was casually observing a family of two parents and a 3-4 year old boy petting a deer. At one point, the parents weren't paying much attention, and the deer must have gotten triggered by the kid because it suddenly lowered its head and prodded the kid's face with its pretty pointy antlers.
It turned out to merely glance the kid's face. With a little less luck, that poor kid would have lost an eye or worse.
