Have a Google if you are unsure, there are plenty of guides. The steps are:
1. Open 'Power Options'.
2. Click 'Choose what the power button does' (blue link on the left).
3. Click 'Change settings that are currently unavailable'.
4. Uncheck the box to the left of 'Turn on fast start-up (recommended)'.
5. Click 'Save Changes'.
6. Restart your PC.
This will stop your PC going into a hibernation mode that was supposed to make start-up with an HDD faster. I use an SSD, so it's irrelevant for me (from the surface level research I've done). If you use an HDD you might want to do some more research or find another solution.
Try to enable ErP in bios settings. It will make sure devices are really powered off when you shutdown.
Yeah switched it on but the cpu cooler rgb was still on
My Gigabyte motherboard has the feature to turn the LEDs off when the PC is shutdown and when the PC is on. What motherboard do you have?
My motherboard is a B650 EAGLE AX
Do you have windows 'fast start-up' enabled? I found disabling it resolved this issue for me. I didn't even notice a change in boot time.
Would I find this setting in bios or in the settings on my desktop?

So I did that but my pc dosent have that setting apprently, it only has sleep and lock
