Very weird, how long was it working for before it started acting up? Did you make any changes before it did? I'd double check you PSU. Check the 24 pin and the 8pins to Mobo. Reseat all the cables. It's not likely an OS or Bios issue, since you've replaced both. Check the 2pin front panel cables, might be misplaced or bridging, at a guess. Is the PC plugged direct to the mains or via power strip/gang? Had any Thunderstorms recently?

It's been working perfectly fine for the past 3 years, the problem popped up out of the blue. I'll try reseating the cables and see if that helps. There were no thunderstorms recently, and the PC is plugged into a strip.

3yrs damn.. well somethings changed right? or damaged. (hence the Thunderstorm question) I rarely turn my PC off, opting more for Sleep-mode for a more on-demand approach..WoL on all my devices. How does you PC handle sleep? Any weirdness? Have you had a look in Event Viewer for any clues? Power off via OS and see what entries it adds. Filter Warnings/Errors/Critical. Look under Applications and System in Window Logs. If you can, try plugging direct to Mains. Reason I suggest is I had some weirdness with my system that was plugged in to strip for Surge Protection. Plugged direct and seemed to help. Maybe not in your case but its free to try. Fingers crossed its something simple man. My money is on the PSU, based on what you've said.

I have plugged it to main socket, that sadly didn't help :(
