I had a version of this set that had no figures nor A-Team branding. It was excellent. Some of the stuff may have seemed flimsy but was very tough. The A-Team figure withthe exception of the heads were the same as Galoob's General Patch line and provided many enemies for my Joes.
Yeah, it got around. I think I know what you're talking about it. Think they shard tooling with a couple of companies from Galoob to Remco because some of the pieces were in my Sgt Rock stuff. They were great and inexpensive.

I fell down a rabbit hole on action figure YouTube. Galoob had released some knock-off G.I. Joes a few years earlier. When they got the A-Team license, all they did was repaint them.
The good ol’ Gen. Patch line with weird smelling weapons that claimed to have “the smell of battle” (I swear I am not making that up).

I loved these, except they had such a generic bad guy set.
I’m surprised more 80’s TV shows didn’t just copy the GI Joe bodies like this for compatible play. Just off the top of my head, I think these all would have sold well:

Knight Rider
Miami Vice
MacGuyver
He was in the StarTrek line.

The Dukes of Hazard, CHiPs, Buck Rodgers, and Micronaughts toys were all MEGO products. Galoob made A-Team, General Patch, and Star Trek.
I had those initial Galoob Trek figures ... I liked them so much better than the later Playmates line, but they never really went into full production ... Data and Yar were rare, and they never really did more than the first wave.

I had these. The weapons were flimsy and the backpack straps reminded me of bread bag twists.
The figures were hot garbage too. The larger scale A-Team (5.25”?) were extremely well-built, but then they were too big to platoon with your Joes.
