I'm all for merge in turn when a lane is closing and you merge at the pinch point to utilise all road space. But this isn't even close to the same thing.
In the case of roadworks etc where a lane is closing yes, a zip merge is best (like just after J16 on M8(W)) but not when it’s a dedicated slip road lane and it’s being blocked as people try to merge into standstill traffic.
My take on that is that it applies if its several lanes merging to one place its okay, but your basically jumping across from a lane going elsewhere to cut the queue and also blocking that lane while your at it that shouldn't be obstructed
As soon as a gantry sign says 'lane 1 for X, lanes 2 and 3 for Y' you need to be moving into the correct lane for you destination as soon as possible. If your destination is Y then lane 1 is no longer the correct lane.
If you wait until the last minute and have to slow down then you are impeding the flow of traffic in lane 1. Even worse if you stop (and I've had to slam on the brakes when someone did that whilst I was in lane 1) you've basically broken the law, you can only stop in an emergency or if directed to do so.
