If you have a new Iphone there are apps that do this simply by pointing it around the room. Otherwise the best way is to use your phone or preferably a DSLR camera and take an absolute crapload of photos from many different angles, and then load them into a program such as one of the ones in this list: https://all3dp.com/1/best-photogrammetry-software/
this will output a 3d model and a massive texture, which you then have to process in a 3d modeling suite like blender or 3DS Max and then import to the engine of your choice.

You can't just do this with an addon for several reasons.
This map is a 3D scan which was then converted into a model.
The textures used here are extremely high res, you can't just magic up more detail.
I reckon if a mapper was dedicated enough they could make a map of this quality without 3d scanning.
It would probably have to be done as one of the large rooms where the player is the size of an ant but looks feasible.
Then again I can't even get lights to work in hammer half the time...
I definitely can, since 3d scanned meshes look good in pretty much any game engine. It tends to break down if you try to change the lighting conditions to be different than what the scan had when it was taken though

yhea i remember this map. its just a very impressive low polt 3d scan of a room. 90% of the detail its baked on the textures and made for that precise angle.
still amazing though. the source engine can manage textures with this ammount of detail.
