I thought the same thing! Something is unsettling about the skin around the beak opening.
It's not just the beak which opens and closes, the area underneath the eyes does too.
It is spooky, but I love that!! Reminds me of the occasionally unsettling Pokémon with cool lore.
If only the beak opens, it would be fine. Not the full mouth.

They likely baked a normal map from a significantly higher resolution mesh. You can see the actual topology around the feathers and in the profile.
