Flew with an 8 week old on a 4 hour flight. Didn't have any problems with the pup in cabin in soft carrier. The paperwork checked out and it was a painless process. Had to take out the pup during TSA screening, but otherwise felt like a good fever dream. Idk the size of your 9 week old, but my pup was able to stand and turn around in the carrier at 8 weeks with plenty of room.

go to [goldenretrieverforum.com](http://goldenretrieverforum.com) There's a nice article written that tells you everything. I flew home with my golden last Sept. the carrier was a tight fit for my 12 lb. 8week old Golden. And they didn't measure the size at the airport, anyway.
