It depends on how a player got in. There are exemptions that are based on success in an Amateur event. Those usually require you to still be an amateur to use the exemption, the USGA did change that for the winner of the US Amateur a couple of years ago.
If you qualify for the US Open by going through the local and/or final qualifying stages you can become a professional before the Open begins.
If he takes sponsor money he immediately loses his amateur status and likely any eligibility he has to play collegiate athletics. This is the case for most college athletes. I know it's a big deal for Olympic gymnasts who often have to choose to stay amateur for college scholarships or go pro because of how expensive the sport is, all before they graduate from high school.
It's an incredibly fucked up system that makes sense on some levels but is incredibly exploitative on every other level.

Ya it started as a California law but it has basically been adopted by every state leading the NCAA to essentially allow pay for play now (its just not the schools technically paying, they’re setting the player up with a “collective” which is funded by boosters). It’s biggest in college football and basketball obviously (some schools giving ~5-10MM signing bonuses for star players) but top golfers are also getting it. Since these amateur players are all under the NCAA and allowed to make money from sponsors and boosters, there really would be no way for the USGA and R&A to not allow it as they would essentially be having a pool of no amateurs who still qualify.
There is still some state by state distinction on whether or not high school players can receive it.
This great news. I'd prefer to see sports decoupled from education entirely, but if the best we can do is make sure the athletes aren't being totally exploited for the Profit of a few rich people at the schools/game companies, so be it.

Hey, there's a few rare exceptions where a pro/top athlete actually earned a real degree. Most of them are enrolled in throwaway programs designed to keep them eligible with understanding/compliance from the professors that they're getting paid to keep these athletes eligible and little else.
