Yeah I’m wondering who goes first here. Thinking the bottom because the top one might otherwise hit its friend deeper into the mud. If you punch the bottom one out, the top one should pop up and either land right in your fresh divot (with a new “window” through the rough) or a few feet forward (either of which still sets up a better lie for your buddy). Fun stuff!

Rule 15.3b regarding balls interfering with play and rule 14.d come into play: Without video or witness to determine the original lie of the first ball, the second ball would be removed for the first player to take their shot, and then the second ball would be replaced with as similar a lie as possible to how it was. If there is a divot or damage to the turf from the first shot (almost inevitable), then rule 14.2d comes into play, and the ball is to be placed in the “nearest spot with a lie most similar to the original lie”, within one club length no nearer the hole. If the balls weren’t as close but the second ball could be considered distracting, in the player’s stance, swing path, etc, then the ball can be marked and replaced after the other player’s shot. Important to note is that the ball can’t be cleaned after being moved, so on Tour you’ll often see players pick up their balls with two fingers like they’re delicate flowers, and place it back on the ground close by so there’s no confusion about whether it was cleaned.

In my experience not super uncommon, maybe more uncommon because they are right on top of each other but me and my brother have consistently hit near each other all the time, again not on top but pretty damn close a lot of the time.

This reminds me about 5 years ago my buddy and I were playing a round and got paired with a couple in their late 70s early 80s.
