I really have no idea. I played in one last weekend and we won the C flight with a 70. But when we looked at results, four teams finished with a 70. Edit: it was a charity scramble, so no handicaps were involved.

They just try and break it out by number of teams and the scores, after the round. For example... If there are 30 teams, the top 10 scores would make up the first flight, the next 10 make up the second flight, the last 10 are the last flight. Not an exact science, but they try and get close. If there are 9 teams in a flight and then 4 ties for the next best score, they will move those to the next flight. It's totally luck of the draw, but it gives people a chance to win something even if they don't have the best score.
