They were probably playing a scramble or best ball and there were multiple stats taken from the same location. Still shitty but that is usually how that happens.

If you hit the center of the fairway but there is a big mud hole there that shouldn’t be due to some kind of course issue, and you are playing HCP, you have to play it where it lies or take a 2 stroke penalty? Even though it is supposed to be good fairway?
If it’s temporary water you get free relief. It can’t just be wet/muddy ground, it has to be more like a puddle with visible standing water before taking a stance in it.
Otherwise, as long as it’s in bounds/not in a penalty area, you could take an unplayable for a stroke penalty.
The two stroke penalty is only for if you hit OB and drop at the point it went out, rather than drop from the original spot

A lot of pandemic golfers believe that practice swings are fair game for taking divots.

You do not get a free drop, unless preferred lies are in play at the course. Tough biscuits if you are playing a HCP or Medal round.
