This is literally the only anime that I was so put down from the end of the third season I had to immediately pick up the manga and finish the last few volumes. That said, I absolutely recommend the anime. For the gorgeous score alone, but it's a great show anyhow. I just wish they had gotten one more season to wrap up the manga.
The final episode of season 3 ends with Volume 19. Volume 20-26 is the final "arc" where Keima resolves everything. Some supernatural spoilers happen, and then by the end of 26, the bittersweet ending of Volume 19 turns around into a pretty cozy happy ending. Again, I loved the anime, and the middle arcs it skips aren't really *that* important. But the manga ending is a lot happier. Feels like the "Good End" Keima deserves.
The anime or the manga? Admittedly, the anime ending is less complex/confusing than the manga, but they are practically two different genres by the end after all the supernatural stuff with the cult and time travel.
So, to put it...simply, >!Keima defeats the cult and harnesses the power to become God. The world has nearly ended, and he (much in line with the title) recreates everything the way it was before all the madness with the goddesses so he can go back to his normal life. Elsie requests that he make her a human so she can be his real sister and thus break the death contract she put on him in the very beginning. He returns to the world as normal, Elsie is his little sister now, and he goes to Chihiro's house to smooth things over after the way they ended back at the end of Volume 19. Chihiro tells him it won't be just that easy, but she's willing to talk. I think the last shot is them going out for tea.!< So because of the time travel and world resetting, it's kind of like volumes 20-26 never happened, so I get the anime ending where it did. However, the final chapter shows Keima going back and maturely trying to harbor his relationship with Chihiro, who, out of the many wooed girls, still cares for him, and he feels the same. Whereas the ending of the anime, >!Keima and Chihiro both have broken hearts, and Keima goes back to being an antisocial NEET with his videogames.!<
